While appearing before the parliament, Uganda’s premier Ruhakana Rugunda was put in Hot seat where parliamentarians asked him a lot of questions about the long detention of former police IGP Kale Kayihura without charges.
In his defense Ruhakana said, Kale kayihaura was big in Government and he is handled careful without errors and flaws.
However this didn’t satisfy the angry members who pressured him to say sensible things they can understand. According to Uganda’s constitution a person cannot be held in custody for more than 48 hours without being charged.
Kayihura was arrested on June 13 2018 and ever since then he has been in army custody at Makindye under investigations which have never been disclosed by the government.
